Dr. Hoover was born and raised in Baton Rouge, Louisiana. He earned his Bachelor of Science (BS) and Master of Science (MS) degrees from Southeastern Louisiana University in Hammond, LA. He then worked for 11 years as a microbiologist for Louisiana State University in Baton Rouge. Following his tenure at LSU, he entered LSU Health Sciences Dental Program in New Orleans, Louisiana and there earned his Doctor of Dental Surgery (DDS) degree.
